does each bike need a different pump?
Ok here is the problem. I have a little hand bike pump and whenever I try it it does not pump up the tire at all. The tire is not busted or anything but when I try to pump it up the air seems to go in but it does not inflate at all. What is the problem?
A) Make sure you’re using the right pump head on the right valve. Some are specific, some are interchangable, and some are dual-purpose.
B) Some pumps just suck!
With mini pumps, most people seem to jam them onto the valve as far as they will go, and then lock the lever (you do need to lock the lever, of course). Sometimes it just messes up the fit and no air goes in…..or all air comes out first and THEN no air goes in. 
)
Try putting the pump on the valve just enough to cover the threads a little (this goes for both presta and schrader valves). That’s solved many a mini pump problem for me, and even a full-sized Topeak floor pump.
If you still have the same problem, then the pump is either broken, a piece crap, or like MR said, you may have a damaged tube that’s big enough to not hold any air at all.
